I just tried fn-F5, but that doesn't change anything.

Have you tried Fn + F5? Apparently Dell have removed scroll lock from their
newer laptops because it isn't much used. I have a Latitude E6400 on which
Fn + F5 does it. Mind you, on my machine scroll lock doesn't just lock
horizontal scrolling, it locks vertical as well.

I'm sorry, there is no shortcut for finding the scroll lock.  On some
machines you could well mute speech while shooting.  If there isn't someone
to look at your keyboard, try to find a copy of the manual.  Usually the FN
key combinations are listed there.
