Debbi,

I can't answer most of your questions, but the dialog you are getting asking if you want to let this or that program make 
changes to your system is a Windows 7 way of protecting us against viruses.  While I think there is a way you can 
change it, it prevents a virus or malware from installing something without your knowledge.
