Accessibility is not just being able to access some of the content, what is
needed is to access all of the content.  This is not happening today.

The main thing that is driving accessibility in web design is the new
internet where people are designing pages to work on IPhones and this has
led to a widewpread use of W3C compliance, but this is still a minority of
the websites out there.  And not all of the content is accessible on these
sites.
