How old is the computer, you may be having battery problems. Each computer
has a little battery in it that is used in start up and when they wear down
things start slowing down in start up and USB ports tend to not start.  If
it is the battery, and you are blind you will need someone to go in and
replace it.  The procedure is different for each computer but if you know
what you are doing, it is easy for a technition, should be a matter of just
opening the cover, popping it out and replacing it and then putting the
cover back on the machine.  Unless it is under other components and then you
need to know what you are doing.  Call around and ask people what they
charge for replacing a battery.

It is also a good idea to write down all the information found at start up
for the settings of the computer.
You find this by pressing I think it is F2 when you start up the computer
before Windows starts.  You will have to be able to see to do this.  But
when asking a professional to fix this situation make sure they write down
the DOS settings before they proceed.
