I still recommend Blogger at http://www.blogger.com.  The Blind Access 
Journal is an example of its implementation.

I am considering starting a blog for a particular project.  Does anyone have
recommendations on what will be the easiest to use?  I don't currently use a
screenreader full-time but I do sometimes use NVDA and WILL be using
Windows-Eyes in the, hopefully, not too distant future.
