That's funny Joel.  As a pilot, whenever I read the acronym ATC, I think of Air Traffic Control.  I hadn't thought of All Things Considered!

What's ATC, in this context? As a daily NPR listener, my first thought when
I saw the subject line (and until I opened the email and read it, actually)
was "What's Dave posting about All Things Considered? is there going to be a
segment about blind issues of some sort?

But obviously it's another ATC. Please explain. Thanks.
