Hi Steve,
Go to tools, options, control tab to the mail format page, click on data
files, then settings and then change password.
I looked at the help for this but did not see where and when it would ask
for the .pst file password, other than that you have the option of saving it
in your password list.

Is there anyone out there who can explain to me what sort of password
protection options exist for Outlook 2003? In looking at some of the
documentation, I just am not seeing the same sort of protection that exists
with Outlook Express or most other e-mail clients. I must be missing
something, though, and would appreciate it if I could get a push in the
right direction. I have found a good deal of information on encrypting
files and notes, but I am just not finding a way to require a password to
get into Outlook 2003. Thanks for any thoughts.
