Okay, so how would a new toolbar simply install itself in my copy of IE 6 
without my being aware of it? As for the Times, no, it's happening on other 
sites, as well. All different kinds of sites, sort of without a pattern that 
I can discern. Interesting. If I don't solve this, it won't kill me, but 
it's weird. At least there's the Close button, so it's no crippling hassle.

OK.  There isn't an information bar in IE 6.  Either a new toolbar has been
installed or the NY Times is running some JavaScript and your setup isn't
considering this to be a popup.
