My understanding is that you are correct, that the Windows firewall blocks unauthorized incoming communication.  
However, this was considered normal behavior not long ago and was also true of Black Ice, a firewall used by many 
corporations.  Monitoring outgoing communication gets more complicated in that you have to define what is considered 
authorized communication.  Many users get frustrated with this process and either lower their security level or eventually 
turn it off.  Also, we seem to be having a constant battle of keeping firewalls reasonably accessible.  If you can find one 
you like and don't mind the cost and extra setup, you are safer than simply using a firewall that blocks in-comming 
communications.  However, I wouldn't write off a program that blocks in-coming communications.  In addition, most 
outgoing unauthorized communication is going to come from spyware.  Cleaning spyware will provide a good deal of 
protection for the other half of the equasion.
