Short answer: Yes. <grin>  More seriously, you can run Skype without
scripts and access most features.  I and some others think the scripts
improve things, but there is currently some difference of opinion as
to which script version is the best or most stable, the two choices
being version 275 and version 298.  I am working on fixing a number of
problems this weekend, but I don't have a release yet.  I can say that
I'm internally up to about version 316 trying though.

The current 2.5 version and the latest available 2.6 version are both
pretty accessible and work with the scripts.  The currently available
3.0 beta version is, in my opinion, less accessible, mostly because of
the loss of MSAA support for the tab control.  The future versions of
which I know anything should be more accessible than them all, but I
don't have release or public beta dates for those yet.  Last I
checked, www.skype.com let you get the latest 2.5 and 2.6 versions.  I
haven't looked again, but the latest 2.6 may and may not still be
there since there is a 3.0 beta out now.

I advise against upgrading to 3.0.0.106 at this time, except for the
experimental folks, because the Skype tab control lost its MSAA support,
which breaks JAWS' ability to announce the tab names, and also for the Skype
script users, breaks at least Ctrl+Shift+T,
Ctrl+Shift+Numbers for going through tabs, and the
AutoAction/AutoAnswer facility.  I am assured by the Skype team that this is
a temporary problem.
