The Explorer bar is a feature of Internet Explorer since version 4. It is simply a window pane of information that appears to the left of the main HTML page. The top starts below the menu, toolbar and address bars and the bottom of the Explorer bar ends at the bottom of the window, above the status bar.
Three have traditionally been three different Explorer bars available; Search, Favorites, and History. Other applications can add Explorer bars, such as Office XP and Office 2003, which adds a Research and Discuss items. Only one Explorer bar can be shown at a time.
The Explorer Bar has two states - shown or hidden. When shown, the window can be docked. Being docked means always shown. If not docked, whenever focus moves away from the Explorer Bar, the window automatically hides itself. Moving the mouse pointer to the left side of the IE window will bring it back. This "auto hide" feature is clunky, particularly with screen readers. I always recommend that Explorer bars be docked (i.e. fixed position).
The Favorites and History bars are lists that can expand sub-folders as I described below. The Search and many other Explorer Bars are small HTML-based forms which can contain many things.
With Internet Explorer 7, the Search Explorer bar is gone and the functionality replaced with the Search text box next to the address bar. The Feeds Explorer bar is very similar to the Favorites and History Explorer bars.

You mentioned that some features can be accessed from the explorer bar. In

feed.

selecting Internet Options. Navigate to the Content tab and then press the
Settings button next to text about Feeds (ALT+N).
