This is known as the AutoPlay feature.  You can access the AutoPlay dialog, by highlighting the drive in Windows Explorer and choosing Properties from the context menu (or pressing ALT+ENTER).

There will be a AutoPlay tab added to the property sheet of drives that support AutoPlay.  You can choose what program is used by default (if any) when a disc is inserted into the drive.

pop up when you insert a cd or other media device asking you what you want
