[gui-talk] talks and dectalk

Hi Chris;

I don't believe DecTalk will work.

However, I tried MobileSpeak and it has DecTalk.

Number 1, the DecTalk voice is thin and I didn't find that it enunciated as 
well as Eloquence.

When your using a phone with a small speaker like the 6682 or other phones, 
you need a robust voice like Eloquence, especially outdoors.

Also, I found the DecTalk voice not to be as responsive.

I mean that it is sluggish.
