Steve,

You can manually move the sheets in an EXCEL work book  using the Move/Copy 
function on the Edit menu. For each sheet you want to move, select move and 
the sheet you want to move it before.

The JAWS control+shift+s function will list the sheets in their actual order 
within the work book.
