[CCCNFBW] Possible elimination of Route 39

Found it interesting.

Also, find it interesting, that some of that portion of the route that comes from 33rd, down Columbia street, would also paly a role in the Bike project. If they eliminate the 39 they dont have to worry about the bus stop access.
