Just as a point of clarification, I don't work for the VA. I am the
director of a state agency serving the blind and visually impaired in New
Jersey. But, here is my shot at answering Frank's question.
The probblem Frank raises is due in good part to the organizational
structure of the VA. Blindness services is within the Veteran Health
Administration (VHA). By design, they follow a medical model. All patient
care, prostheses, the blindness centers and the VIST coordinators all are
found under the health side of the VA. Of course, many of us need this
help. I am not knocking it, but for achieving independence it is I believe
contr productive. Even if is under a social services department in a VA
facility, it will still be organizationally under the health side of the VA.
By contrast, the VA's benefit side of the house (VBA) may be of some help.
For veterans who have some service connection disability,(I believe a 10
percent disability rating) may be eligible for some of the independent
living services. I would recommend that you visit the www.vetsuccess.gov
web site. There is a strong emphasis for employment but under the 5 track
system, there is an independent living component.
