My name is  Frank Scarcella I am a blind veteran who recently joined the NAB  
organization, I live in San Diego, Calif. And I go to the VA Hospital for  
medical treatment.  Here in San Diego the blind veteran is under the  
jurisdiction of Social Service department, which does not apply in other  VA 
Hospitals because Blind veterans are under the jurisdiction of the  [PMR] 
Physical Medicine Rehabilitation department.  Under the roof of  Physical 
Medicine the blind veteran is being taken care of by medical  doctors not 
Social Service personnel.  There are other options  available, like 
Recreational Therapy, or psychiatry just to mention a  couple.  Under Social 
Services it is out of the question because the  help just mentioned has to be 
authorized by a medical doctor which Social  Services has none.  My question 
is; why are blind veterans placed  under Social Service Department and all 
other disabled veterans are under  Physical Medical Rehabilitation 
Department.   A look into this  matter will be greatly appreciated by all 
blind  veterans.
