[Blindtlk] British using sound to assist the blind

To my mind, this is progress lost. There was a time, not so long ago,
that a blind child would learn that such behaviors are inappropriate while
they attended a school for the blind, if they learned it nowhere else.
Today, often, people who don't know better attribute poor behavior to
their disability and allow it to continue.
