[Blindtlk] Teachers' pay based on test scores

Hi Eric,
I don't understand. What do you mean that teachers would be paid according 
to test scores? Those teachers who have students with hire test scores will 
be paid more, ten those who have students with low scores. I also don't 
understand how VI teachers would be different from other teachers, it'd 
still be based on the student's scores right?
