Thanks to everyone!  I am going to print out a copy of the rules and show 
them next time I  am at the Post Office.

My understanding on the phone was that she was stating the regulations here 
in the U.S., but I could have misunderstood.  What she read to me on the 
phone was almost exactly what Marion shared, minus the numbering and the 
examples.  She interpreted other equipment used by the blind to be a part of 
the previous section relating to reading and writing.    In any case I will 
get it straightened out.
