On the other hand, it isn't very likely that a cashier will cheat a blind 
person since his/her cashier drawer must balance at the end of the day.

OK. But holes and dots (not to mention foil or whatever else might be used) 
take time to replicate. I really don't see how a cashier or taxi driver 
(well, maybe the driver, if no one's around) could accurately poke holes or 
punch dots in a bill
with the intent of gyping a blind person without being noticed. and I hardly 
think it likely they will keep fake stashes on hand on the off chance 
they'll have a blind customer.
