Conditions in other countries may be quite different from those in ours, 
i.e., people may handle Euros more gently than we do GW's. Additionally, we 
do not know the replacement schedule of the other countries' currencies or 
the Euro.

Half-facetiously, I wonder whether other counrties' less-than-sterling 
citizens use Euros to smoke crack?

They seem to have survived all right in other countries. Can you give the 
reasons behind this statement? I'm genuinely curious.
