Hello Everett:

I shall be worst than an idiot if I contend that I am familiar with the 
Caadian legal code or her rules on the books regarding folks with 
disabilities.

To address your concern, I live in denver, Colorado, America's finest city, 
<smile>!  Yes, I use the Access-A-Ride door-to-door service and I am totally 
blind except for LIGHT PERCEPTION in my left eye which is slowly going away.

I HAVE NEVER BEEN TOLD by its administrators that I COULD NOT use the 
service.  At the initial stage of my using it, there were some restrictions. 
I was ONLY ALLOWED to use it when the weather is cold and there are a lot of 
ice on the ground.  Later, these restrictions were lifted.

The approval is good for four years after which one would have to renew.

In a nutshell, this service is available to me where I live.  I do have to 
schedule the ride a day or two in advance though; I also have to be at the 
location the transit service takes me to for at least an hour before they 
come back to pick me up for the return trip.
