Anil

I am a regular Westlaw user, having availed myself of their excellent
telephonic training.  There is no charge for that training.  I use their
text Website, specifically established for the visually-impaired user.   For
one who had managed the appellate litigation program of a Federal Agency,
that sight does everything I required for effective and even sophisticated
legal research.  A difficulty is that Westlaw, or any digital application,
is hard when it is not regularly used.  

	I recommend that you consider taking the free Westlaw training.  I
have thorough   notes from my many Westlaw telephonic training sessions
which I would be glad to forward to you.  My off-list email address is

I posed the Bluebook question a few months back but haven't heard anything. 
If you find out, please let me know.

Westlaw does have a text only site that is mostly the same as the regular
site.  I do not currently use Westlaw because I find Lexis easier.  However,
my firm was able to put me in touch with the two trainers at Westlaw who
work with Jaws users.  You can perhaps get in touch with them.
