Dear Sir or Madam:

Last year our organization which teaches and produces Braille was
contracted with to provide training to a number of clients referred by
Vocational and Rehabilitation Services (VRS).  The agreement was that we
would train the candidates up to the point of becoming certified Braille
transcribers.  Though we were not obligated or under contract to assist
with the candidates becoming nationally certified, in many cases we
continued with several until they became so. Moreover, though we had no
contractional obligation to provide employment for trainees or graduates,
in several cases we did so.

Within a few short weeks of renewing our contract last May, VRS contacted
our office by mail, actually fax, to advise us they were terminating the
contract, and that they would not pay for any training beyond the end of
May.  They stated they had no financial obligation to pay for any trainees
who would still be in the training program after the cut off date.  When
they were asked "Why they were terminating the contract" they responded it
was because "our organization was not providing employment for graduates."

No where in the contract did it indicate we were obligated to do so.  In
point of fact, we had been told, "If we wanted to become an employment
provider, along with already being a training provider, we could apply to
VRS to become so."  We however did not apply and would not have had time
to do so, as they terminated our contract within a week or two of our
having renewed our contract with them.

Our trainees were told to discontinue with us, and we were told not to
provide any additional training to them.  At the time VRS terminated the
contract, they continued to owe our organization nearly sixteen thousand
dollars.  They paid approximately five thousand dollars and have continued
to this day to refuse to pay anything more.

I am addressing this email from Wichita, Kansas.  Is there a statute of
limitations on our pursuing this matter legally, and would you or your
firm be in a position to represent our organization?  We are a non for
profit organization.

Our organization has continued to provide training to several of the
trainees VRS sent to us.  Several have completed the training, several are
either self employed as Braille transcribers, or perform Braille contracts
for us for which they are paid.
