Jason,
Many sighted individuals confuse "electronic" with "accessible."  If the
pdf you received is more like a photograph than a text based document,
then they have not made the text accessible to you.
During law school, several case book publishers tried to provide graphic
based pdf as an accommodation.  A phone call explaining the situation
usually fixed the problem.  Just explain that not all pdf documents are
created equal, and ask if they can provide the book in txt, doc, or rtf.
I've never had a problem with folks meeting this request.

    I will be attending a legal screening program in South Dakota, they
sent me two books in PDF but I am unable to read them with JAWS.  I am
interested in any advice on how to get JAWS to read the books to me.
