Exactly the point I was going to make.  Though the ADA does mandate that 
accommodations be made, it doesn't say that a particular accommodation has 
to be made in a particular way.  It just says that there has to be a 
reasonable accommodation.  There is nothing saying that they have to let 
passengers know which trains are coming via a voice announcement system.  If 
they had employees all around who could tell passengers which trains were 
arriving, then that could be said to be a "reasonable accommodation."
