Hello:

     One problem I see with punching holes in bills would be that the bill 
might be more prone to catching in equipment. Also as the bill wears and 
becomes more flimsy it would tear more easily. As for embossing, this would 
make bills harder to stack and ATM machines would need to be redesigned. I 
suppose though that some of these problems have been solved in Europe with 
Euro notes.
