This is apparently what happens in Canada. Of course, this does not provide accessibility for deaf-blind individuals.

This would surely be cheaper than redoing the currency, and having all 
>the vending machines modified to take the new currency.

Interestingly, the ruling suggested the one dollar bill would not be modified, and that's what most machines take. This ruling stated that almost half the paper money that is produced is one dollar bills.
