[blindlaw] How can II file a formal ADA grievance?

I am the parent of a Blind child.
I need to file a "formal" Americans with Disabilities Act (ADA) complaint
against the Las Cruces, New Mexico Public Schools for failure to have the
Federally required Braille signage at the Las Cruces High School.
Over the years I have sent written requests to the Ada Coordinator, the
Superintendent as well as the School Board asking for Federally required
copies of the school's ADA policies and grievance procedures. None have
ever been provided. I have filed three complaints with the Office for Civil
Rights (OCR). Each time, OCR simply contacts the school and then informs me
that they are in compliance. The most recent time, I had our Federal
Senator Dominic's office contact OCR on my behalf, complaining that I am
unable to obtain these required documents. Same result.
Can someone please tell me how to escalate this matter to someone other than
OCR for investigation?
How can I file a formal ADA complaint against the Las Cruces Public Schools
for:
1. Failure to provide copies of the Federally required ADA policies and
grievance procedures at: 35.107
2. Failure to provide the required Braille Signage at the Las Cruces High
School.
Who can I file the complaint with other than OCR since they are unwilling to
hold the school responsible for failing to provide the documents or
investigate my ADA grievances?
