Public Employment Relations Commission EXECUTIVE DIRECTOR
The Public Employment Relations Commission (PERC) is searching for an
Executive Director. The Executive Director will serve as the chief
executive agent and full-time agency head for a three person citizen
commission appointed by the Governor. This position will offer
challenge and opportunity to a seasoned executive with extensive labor
relations experience.
Agency Profile
PERC operates under a mission to provide uniform, impartial, efficient
and expert resolution of labor-management disputes. The three Commission
members have expertise in labor-management relations, and they serve on
a part-time basis to adopt rules and decide appeals from decisions
issued by the Executive Director and agency staff. PERC is an
independent state agency responsible for resolving disputes involving
most public employers and employees and the unions that represents those
employees. The agency is well established with excellent resources to
deal with the complex issues before it.
Position Profile
Serving as chief executive officer, the Executive Director is
responsible for the impartial administration of several state statutes
regulating collective bargaining in the public sector. He or she has the
overall administrative responsibility for the day-to-day operation of a
dual purpose agency that provides services approximating those of both
the National Labor Relations Board and the Federal Mediation and
Conciliation Service.
Key Responsibilities
. Day-to-day oversight, leadership and management of PERC staff to
include hiring, training, and evaluating.
. Preparation of agency budget and policy recommendations for the
Commission.
. Legislative relations concerning both budget and substantive
issues.
. Decision-making authority on representation and unit
clarification disputes, as well as making preliminary rulings on unfair
labor practice and non-association disputes.
. Certification of issues for interest arbitration.
. External relations and the education of relevant groups as to
purpose and policy of the commission.
Desirable Qualifications
PERC is most interested in candidates that meet or exceed the following
criteria:
. Senior-level experience as a manager and leader. Management
experience in an agency comparable to PERC is desirable.
. A commitment to impartiality, collective bargaining, and
mediation of disputes.
. Outstanding communications skills both in the written and oral
form.
. Public sector labor relations experience or experience under the
National Labor Relations Act or other similar federal labor law statute.
. Candidates with a law degree and/or formal education in
industrial relations or related fields may be given preference.
. Ability to deal with a dynamic environment and complex issues.
. Capacity to employ originality in conceiving and putting into
operation theories of law, practice and procedure which may often be
novel.
Compensation
The maximum annual compensation is $104,852, depending upon
qualifications. Outstanding benefits including health, dental, life and

11 paid holidays, Commute Trip Reduction Incentives, flexible work
