One needs to be *very* careful how this is done. Legislation mandating 
e-books for college students was passed here in Washington a couple of years 
ago but the only entities who have standing to order such books are the DSS 
offices; I could not get the legislation modified so that students would 
have backing in law to order e-books directly. In effect, the legislation 
mandated a procedure whereby DSS offices vet students as eligible to receive 
such books.

IMO the cure is worse than the disease.

I'm forwarding an email I got on another list.  It concerns access to
educational materials at the post-secondary level.  The position paper the 
message
references is quite well-drafted.  This is an issue many of the  student
organizations hope the NFB will address at Washington Seminar.  In  any 
event, I'm
asking you each to consider how we can get similar legislation  passed in 
our
individual states.  Bottom line: college students need to be  able to get
their textbooks promptly in a format they can use, and the law needs  to 
make that
happen.
