Hi,
If you place paper over rough sandpaper and draw on top of the paper 
with a crayon you get a pretty good tactile line.
If you glue sandpaper on a wooden board I think you would get a pretty 
good drawing surface. I was fooling around with different surfaces after 
reading an article by Susan Povinelli in the NFB of Virginia's 
newsletter where she describes making a screen board with window

At the end of the article she mentions using it for measuring, by 
sticking pins in it.
