Support Governor Napolitano's Budget Recommendation To State Funding For
Vocational Rehabilitation.

House Committee on Appropriations B to hear DES VR Budget Recommendation on
Tuesday, February 7th at 1:30 pm.

Calls and emails are needed to members of the House Committee on
Appropriations B.

Governor Janet Napolitano has recommended a budget increase of $2.9 million
for the Department of Economic Security (DES) Vocational Rehabilitation
(VR).  This money will be matched with approximately $10.5 million in
federal dollars.  This is a 4 to 1 match!

The DES budget will be heard by the House Committee on Appropriations B on
Tuesday, February 7th at 1:30 p.m.  Members of the Committee should received
emails and calls to support the Governor's recommendation.

AzDAC is seeking a small increase in state general funds for VR to assist
people with disabilities to become employed.  Arizona returned $9.3 million
federal dollars in fiscal year 2005 and will return $10.5 million if fiscal
year 2006 if the amount of money the state is current spending on VR remains
the same.

These dollars go back to the federal government to be re-allocated to other
states because Arizona does not appropriate sufficient state dollars to keep
the full federal match.  The current match ratio is 78.7% federal funds to
21.3% state general funds for VR.  It's a 4 to 1 match!

VR assists people with disabilities to become employed by providing
assistive technology, career counseling and job training.  Unemployment is
costly to the vitality of Arizona's economy.  If VR is fully funded -
everybody wins.  Arizona business will benefit from additional skilled labor
and the economy will benefit with more people with pay taxes.

Governor Napolitano has recommended an increase in the DES budget to draw
down the full federal match for VR.  Please support this increase.

Background

We are seeking a small increase in state general funds for VR to assist
people with disabilities to become employment.  Arizona lost $9.3 million
federal dollars in FY 2005 and will lose $10.5 million federal dollars in FY
2006 if the state appropriated dollars for VR remain at the current level.
These dollars go back to the federal government to be re-allocated to other
states because Arizona does not appropriate sufficient state dollars to keep
the full federal match.  The current match ration is 78.7% federal funds to
21.3% state general funds for VR.

Without full funding, VR is unable to serve all of the people with
disabilities who can transition to being financially self-sufficient.

Profile of people with disabilities who received VR services

-          44% no longer need public assistance.

-          76% continued to be employed and received increases in salary and
benefits 3 years after job placement.

-          75% of those employed have positions in a competitive labor
market.

-          The amount of the taxes they pay in 2-4 years of employment
matches the cost of the VR services they received.
